The REACH Unit of the Jeffersontown Police Department provides compassionate, professional social-services support to individuals and families facing crisis. REACH personnel work alongside officers and community partners to remove barriers, connect people to resources and support movement toward safety, recovery and stability.

What Is REACH?

REACH—Respond, Evaluate, Advocate, Connect and Heal—is an embedded social-services program within the Jeffersontown Police Department supporting victims of crime and individuals experiencing substance use, mental-health, homelessness and other complex needs.

Connection Can Change What Happens Next.

One early Angel Outreach case involved a young adult who had experienced repeated accidental drug poisonings and emergency-service calls. REACH personnel conducted four home visits, supported the family, provided harm-reduction education, accompanied the individual into treatment and connected the individual with additional recovery and vocational resources.

Program follow-up has found no new accidental drug poisonings or calls for service for more than three years—and counting—since those services were provided.

REACH History

2015

JPD began researching alternative responses to drug use and arrest during the opioid crisis.

2016

JPD became Kentucky's first Angel Program and the 100th partner of PAARI.

2020

Embedded social work and Victim Services expanded JPD's civilian support model.

2022

Victim Services, Angel Outreach and additional social-service pathways came together under the REACH model.

Today

REACH continues to expand connections, partnerships and support throughout Jeffersontown.
